Responsibilities

Civil Engineering Design: Responsible for projects being submitted to Town and State agencies. Verifies completeness of applications and responds to questions from those agencies. Develops drainage and site plan designs including, but not limited to, site engineering (site grading and layout design). Provides consultation and design services for community and public water supply systems. Manages projects out of the Groton Office, leading engineers at that location.

US Filter Operating Services (New London Office), 1997 to 2000; Assistant Proiect Manager
Report to Project Manager of this operating services company location. Responsible for wastewater collection system water treatment plant and water distribution system operation and maintenance.

  • Provided engineering review and US Filter liaison for utility work involving private developers and public contracts including State DOT work.
  • Managed conversion of chlorination system at water filtration plant from gas to hypochlorite.

City of New London (Department of Public Utilities); 1980-1997;
Superintendent of Water and Gravity Sewer Maintenance (1982-1997)
Reported to Director of Public Utilities. Responsible for operation and maintenance of water and gravity sewer divisions as well as billing administration and selected capital projects.

  • Successfully administered $1.1 million water main installation and cement relining contract.
  • Acted as public relations contact person for water quality and customer issues. Developed emergency plans for drought severe weather main breaks etc.
  • Oversaw development of and trained engineering co-op students in Cybernet water distribution model for Waterford and New London water system.
  • Managed successful start-up and operation of water filtration plant. 100% compliance with all water quality parameters, 1989-2000.
  • Prepared specifications drawings and contract documents for construction jobs under $100,000.
  • Represented City at public hearings in neighboring towns for wetlands issues and special permits for utility projects.

Acting Director 0f Public Utilities (1989 January through September)
Reported to City Manager and Water and Water Pollution Control Authority. Included superintendent duties as well as responsibility for entire Public Utilities budget administration personnel and labor issues.

  • Responsible for contract administration for $7 million water treatment plant.
  • Served as executive officer for the Water and Water Pollution Control Authority preparing agendas reports minutes and carried out policy and directives.

Assistant Superintendent of Water and Gravity Sewer Maintenance (1980-1982)
Reported to Superintendent in this entry-level position.

  • Responsible for water and sewer mark-outs construction inspection cross connection program watershed inspection.

General Dynamics Electric Boat (Naval Architecture); 1979-1980; Engineer
Reported to Supervising Engineer in this division dealing with both design of submarines and construction support. Structural design and construction support for Ohio and 688 class submarines.

  • Did structural research involving deck connectors and frames using Fortran computer program as part of cost reduction program.
  • Inspected and resolved misplaced penetrations in deck and hull structure during construction.
